The good news is that things are improving for animals in North Carolina.
The bad news, there's a lot of room for improvement. NC has the lowest rate of dogs returned to owner of all the states I have data for. About half the rate of its neighbor, VA.
And the highest percentage of animals euthanized, most of them cats.
But there are a lot of excellent spay/neuter efforts and the results pay off.
