Virgina has loads of shelter stats available online at arr.va-vdacs.com/cgi-bin/Vdacs_search.cgi
But not in a format that makes it easy to work with. It includes even very small rescues. I've put them together on a spreadsheet, trying to include all the largest shelters, although somewhere there is a list with addresses of the smaller ones, too. I haven't worked with this enough to catch errors I'm sure are there.
